On March 7, 2026, the team of the Liberal Democratic League of Ukraine, in cooperation with the Ukrainian Office of the Friedrich Naumann Foundation for Freedom, the Pechersk Council of Leaders, and the NGO “Ruzhytsia,” held the first seminar within the project “Rules-Based International Order for School Students.” The initiative aims to deepen the understanding among youth aged 14-18 of the risks posed by autocratic threats and the importance of the values underpinning global democracy.
The event took place in the format of a crisis simulation game titled “The Korean Peninsula: Escalation Scenario.” During the simulation, participants modeled the development of a security crisis on the Korean Peninsula, taking into account hypothetical provocations by North Korea and the PRC, as well as potential deterrence mechanisms by the G7 states.
To provide participants with a foundational understanding of the current geopolitical environment, the program also included an educational component. The organization’s President, Arthur Kharytonov, delivered an introductory lecture titled “East Asian Policy in Times of Wars and Crises,” focusing on the origins of current tensions in the region and the specific dynamics of confrontation on the Korean Peninsula.
A separate interactive workshop on Ukrainian-Korean relations was conducted by representatives of the Youth Development Department of the All-Ukrainian Association of Koreans, led by its head, Ihor Lim. Participants learned about the history of the Korean community in Ukraine, the experience of forming a complex identity, and opportunities for pursuing education in the Republic of Korea.
Following the event, the Liberal Democratic League of Ukraine and the Pechersk Council of Leaders (PERL) signed a memorandum of cooperation aimed at promoting pro-democratic civic education among youth.

We are convinced that youth is an element of national security regardless of age. By sharing knowledge and practical experience of international engagement with school students, we strengthen the foundations of Ukraine’s resilience to external interference – both present and future.
